         2. Cartel workers sometimes are on the island.
         3. In future (around all Saints Day - 1 Nov 92) "non-US"
         marshals will go in and burn "grasses/grounds".
         C. Non-Related Responses:
                   1. Escabar will be captured during the Nov-Feb 92 time
              frame by "countries other than his own and with the
              help of the US". The name "Stephen" surfaced as
              'possibly being related.
