SUMMARY OF INFORMATION
During this session, it was reported that LTC William (Rich)
Higgins is at two different locations. The first is Dayr Qanun
an Nahr and the second is Al Manzilah. See ENCLOSURE 1. It is
not I-,:nown why he was reported at two different locations. During
this session, it could not be determined if LTC Higgins is dead
or alive. In approximately three days, there will be a female
who is either a news reporter or a radio personality in Beirut
that will help lead-to the whereabouts of LTC Higgins. LTC

also reported during this session that the group who claim that
LTC Higgins was executed is not the terrorist group who is
currently holding him.
Joseph Cicippio,.Terry Waite, Alan Steen, and Edward Tracy
are Currently located in an area near Qaytulah. See ENCLOSURE 2.
Joseph Cicippio and Terry Waite will not be executed based on the
fact that the terrorists do have world wide attention and this is
what they want.

Terry Anderson is currently located at Libbaya. See
ENCLOSURE 4.
Jesse Turner and Robert Pohill could not be located during
this session.
During this session, it was reported that Terry Waite will
come out alive based on his own lie. Negotiators should be able
to realize this and back him up.
The next two weeks will be extremely tense however there
will be a break in the crises situation after August 16th. At
this time, an exchange of hostages is highly possible and Tunisia
and Algiers will prove very beneficial at the negotiating tables.
As for the Obeid, it is most likely that he is telling the
truth to the Israeli's. This is based on the fact that he afraid
for his own life and___be is not.a strong individual. He was
described as 11softiel" and now that he himself is a hostage he
can't take the pressur(, He was described as a "planner" in the
kidnapping of LTC Higgins however once Higgins was captured,,
there was little involvement with him.
