On 23 October 1990, the Defense Intelligence Agency terminated the Special Access Program (SAP) SUN STREAK. 2. Classified information formerly protected under SUN STREAK will be handled for at least one year in accordance with limited dissemination (LIMDIS) procedures contained in reference a. Paragraph 7-211, LIMDIS (Reference a) is provided to assist your office with these procedures (Enclosure 1). The following will be considered when initiating the SUN STREAK termination. a. Nicknames and Codewords. /(1) All nicknames and codewords associated with the SUN STREAK SAP will be deactivated. -42) A new, unclassified nickname for the LIMDIS pro- tected information will be requested from the Security Policy Branch,,(OSC-4B). (3) OSC-PDO will be provided with the new nickname and a brief unclassified description. Vb. Top Secret Information. All Top Secret information will be controlled in accordance with current DIA information security regulations. A complete inventory of these documents should be provided to the DIA Top Secret Control Officer (TSCO) as soon as possible. If former Top Secret SAP material is to be destroyed, it must first be brought under formal TSCO control and a Certificate of Destruction maintained with the record of access. SUN STREAK Information/Documentation. All SUN STREAK information/documentation should be returned to your office for remarking, destruction, or archiving, as necessary. Vd. SAP Briefing/Debriefing Certificates. All individuals indoctrinated to SUN STREAK will sign debriefing certificates. The SAP briefing/debriefing certificates will be forwarded to your office for retention. e. Knowledgeability List. A knowledgeability list will be maintained by your office for those individuals who have access to the LIMDIS protected information. Briefing/debriefing certificates will not be used. Memorandum of Agreement (MOA). If outside agencies are granted access to the LIMDIS protected information, a memorandum of agreement should be drawn up, agreed upon and signed by all parties. The MOA will ensure the LIMDIS protected information is adequately protected and maintained in proper channels. --3.
