MEMORANDUM FOR DEPUTY DIRECTOR FOR SCIENTIFIC AND TECHNICAL
INTELLIGENCE
SUBJECT: SUN STREAK Operational Report - 8808 (U)
:1. (S/NF/SK) The following is an interim report of results
obtained by three remote viewers during the period of 22 February
to 24 February 1988 inclusively, to determine the extent of
SG1A linvolvement in the abduction of USMC LTC William;Richard
(Rich) Higgins on 17 February 1988. Information related to
SG1A identity was shielded from the remote viewers and @i
ned by the customer at the DIAC, Bolling AFB.
2. (SINFISK) Viewer 079 identified as a 47 to 5O.year- SG1A
old Lebanese christian who served with the Amal forces in a
capacity described as "District Manager", with the rank of Major,
until about early December 1987. Although he was aware of the
SG1A abduction, I lwas@ aot directly involved in the planning or
execution of the kidnapping of LTC Higgins. Viewer 079 described
SG1A as a somewhat short, dark, olive-complected individual
identifiable with short black hair, strong arms and the wearing
of a full beard. Attempts to determine his name resulted in the
'honetics at Enclosure 1. Although considered somewhat powerful

SG1A at one time, is in fact a mid-level, ineffectual, manager
whose career progression has peaked. He is married, and has
three children; his family is not with him at this time in
Beirut., his current place of employment and place of residence.
SG1A F------ ]has no connections with "Hezbollah" nor does he seek
contacts with radical Shiite elements. He considers the US as an
exploiter of Lebanon and its people. Despite his protestations
to the contrary, he is smug and satisfie@ with his own lot. SG1A
has never been in direct, personal contact w.

the same milieu.
