Attached is the final report describing several years of CIA (01W 1142 OTS) sponsored research in the area popularly referred to as parapsychology. I believe the SRI report will be a major benchmark in the field. Even with its flaws the investicyation Is the most complete, Z:Y serious and scientific investigation into parapsychology in general and its national security implications in, particular. The report establishdis overwhelming scientific evidence for the existence of huma:n perceptual capabilit-ies which are as yet unexplained. The investigation, however, resulted in nothing which adds to the understandin'g, of mechanisms involved and little whith increases the effect, -Ve- ness of national securily,,applications. The SRI investi- gation. and internal CIA experim,ents do, nevertheless, indicate potential applications o,the pheno-f-iienon to intel- "Liprence nroblems. For exan-le, ca@ prob@ably be developed for those intelligence problems where noisy, flawed information can. be used to limit known alternatives whicil subsequently caln be vt:@rified. It is my opinion that an internal CIA program directed towards the above mentioned and similar intelligence requirements should be re-instated and continued within OTS. 2. Much interest has been ge'neratfkd by SRI's publications in technical journals this past year, and @-bnsequent progress is likely. The unclassified portilon of the SRI investigation is to be published in the IEEAE -Progeodings in @-Ilarch 1976. The acceptance by this preHli'fy:LZU@, -joCiii@ail, is a significant indicator or' interest irl.-this field within the scientific 7 copm,.unity. Furthermore, a nu-mber -of laboratoTies,i-9 in- cluinu that of Dr. 1%1.. W. Importance' to National A Security" have independently ident'Ified parapsychology as an area worthy of support. ThelDepaTtnent of the Navy, the Office of Naval Research@-and Naval Electronics System Command have also independe).Itly decided to support SRI in extensions of the CIA spons,bred investigations. Releasing the SRI data for publication has already stimu- lated additional investigations, a Ihd encOUTaged further research into understanding and co .ntrolling the phen omena involved. It is not premature for us to be now considering the analysis and application of intelligence desired from those techniques.
