SUBJECT: Policy for SRI's ESP Research Program CC:
It is important that SRI provide a proper and disciplined en-
vironment which can permit controversial research to be conducted
in a-way which will bring credit to SRI. The ESP research which
was started in ISE by Hal Puthoff and Russ Targ certainly qualifies
to many as a controversial area of activity. The Targ and Puthoff
ESP research program, now being successfully conducted in the ERS
Division, needs to have a proper policy framework for its longtime
success at SRI and the attached policy provides a framework for
conducting ESP research at SRI. It is requested that you carefully
follow the guidelines outlined in this policy.
