Fox (ACSI) LTC Jachim (INSCOM) SG1J From: (GF COTR) Subject: RV RELIABILITY 1. There seems to be some confusion as to what is expected from the training program at the end of the current fiscal year. This memo integrates the statement of work, the signed contract and the stated goals of the three-year Grill Flame effort. In the three-year program the following tasks are to be accomplished. 0 FY'81 (1) Applications investigations (2) Initial research and application potential of remote viewing. a FY182 (1) Continue applications research (2) Initiate intelligence program (3) Demonstrate feasibility and reliability potential of the training program. FY'83 (1) Assuming all goes well, begin work toward integrating RV into DoD intelligence cycle. 2. The difficulty seems to be statement (3) in FY182. Initially, a 60% figure was used to indicate that the training program was successful and that the DoD would continue to send people to participate in the training. Upon reflection, the number (60%) seems to be too confining. For instance, what if a 59% is achieved. 3. With this in mind I offer a less confining approach. At the end of FY'82 a series of sites will be given to trainees and to a control group. They will then have all options open to them. The following are a few possibilities: (1) Continue to train DoD personnel (2) Allow more time for training research (3) Discontinue program. 4. The most ominus problem remaining is the development of a scheme to evaluate data derived from remote viewing sessions. This task will receive much effort during the remainder of FY'82. The SRI, in conjunction with SG1J and an Army representative will arrive at a methodology that is agreeable to both SRI, DIA and Army.
