Second, I surrender on the moaning of the word "demonstration'l-a dictionary consultation convinced me of my error. Soon to follow arc my comments on each of tho "Findings and Recommendations" you sent last week. The comments, in aggregate, are meant to support the major conclusions I would make. These are: Wi@. investigations thus far have neither proved nor disproved the phenomenon; (b) The results ofVL experiments do indicate that the purported phenomenon warrants furth-er scientific -investigation; (c) The results of(C experiments warrant military trials of this phenomenon. (dJ Further Random Number Generator experiments to scientifically prove V are unli.kely to do so; (e) The(Z and ? investigators are conducting honest experiments, but these experiments need additional rigor; f) Management committmont and review of a, efforts at@ and A- have been too tentative to provide ai-equate supervision of such efforts. (g) Diffusion of DoD sponsorship of(2, projects has inhibited progress. I think we need an opportunity for each committee member to present his conclusions and rationale to the others. Subsequent discussion, I think, will result in a set of conclusions to which we can all subscribe. It is not mandatory that we meet to accomplish such an exchange of assessments, although such a meeting would be more expeditious.
