MEMORANDUM FOR THE RECORD
SUBJ: Summary of Visit to SRI International - 15-17 November 1978 (U)
1. (SINOFORN) PURPOSE: This MFR highlights significant data covered during
my recent visit to SRI. The primary reasons for the visit were to meet
the appropriate SRI personnel involved in "Remote Viewing" (RV) experiments,
receive an overall orientation on the RV program and to discuss the proposal
under which SRI was going to train selected INSCOM personnel in RV techniques.
2. (SINOFORN) Mr. Scott Phillips, GS-14, Army Material Systems Analysis
Activity (AMSAA), accompanied me on the visit. Mr. Phillips has been involved
with AMSAA GRILL FLAME activities and was interested in Sensitive Compartmented
Information (SCI) projects that SRI might be working on.
3. (SINOFORN) The major points covered during the visit are summarized below:
a. Initial orientation briefing was given by Dr. Harold Puthoff and
Russell Targ. Others in attendance were Charles Tart, Psychologist Consultant,
and Ed May, Consultant.
b. Dr. Puthoff and Mr. Targ stressed that they do not have all the answers
concerning RV Phenomenon nor do they expect to have the answers in the near
future.
c. Concerning the new "Work Statement", we agreed on the following:
(1) SRI will train INSCOM Team Chief (Maj Watt), including management
techniques and how to design/conduct RV experiments.
(2) Maj Watt will return to SRI in late Nov-early Dec for training
(5-10 days).
(3) MaJ Watt will "screen" INSCOM personnel for possible candidates
and have nominees ready for final interview by SRI personnel NLT 26 January 1979.
(4) SRI Staffer will come to DC area (when notified we are ready)
and interview nominees. From the group of nominees, three individuals will be
selected for formal training at SRI.
(5) Beginning in April 1979, SRI will commence formal training of
individuals selected for RV training. One individual will be trained per
month and training will last 3-4 weeks. Training will include Neurophysical
Testing as well as new techniques concerning Subject Reinforcement.
d. We discussed in some detail criteria for selection of Subjects. Again,
it should be noted, that no definite profile has been established but

e. Dr. Puthoff and Mr. Targ demonstrated both the "Ten Function
Random Number Generator Test" and the "Four Function Testing" equipment.
Apparently, there is some relationship to how well individuals do with the
above tests as to how they will fare during RV sessions. INSCOM trainees
will be exposed to this equipment during their respective training cycles.
f. Dr. Puthoff and Mr. Targ conducted an RV experiment with Scott
Phillips as the Subject. Agains, results were somewbat negative, at least
to me--although there were elements of the experiment which were intriguing
enough to warrant further exploration.

provided by SRI subject over a year ago. This could lead to some very interesting
results if there is any correlation of data.
h. Finally, the trip to SRI certainly was beneficial and all patties.
concerned were very helpful as well as professional. I was very impressed
with the results obtained thus far and I am looking forward to further
research into the RV arena.

WEDNESDAY - 15 Nov 78
0900: Departed Baltimore/Washington Airport.
1145: Arrived San Francisco Airport. Met by CPT Gary Higgins, CI/SIGSEC
BN, SF.
1200-1300: Travel to and In-processing at hotel.
1300-1330: Travel (by car) to SRI International.
1330-1800: Discussions with SRI personnel to include: Initial orientation,
explaining remote viewing experiements, training schedule, and
criteria for selection of subjects.
THURSDAY - 16 Nov 78
0900-1200: Discussions with Dr. Puthoff and Russell Targ concerning new
"Work Statement" (contract between SRI and INSCOM).
1300-1500: Discussion and experiments using the "Ten Function Random Number
Generator Test" and the "Four Function Random Test".
1500-1800: Remote Viewing Exercise.
FRIDAY - 17 Nov 78
0730-0900: Wrap-up session with SRI personnel, including discussion
concerning next visit and viewing of exercise to be conducted
by CDEC at Ft Ord.
1030-1130: Courtesy call on CDR, CI/SIGSEC Bn (LTC Cooley).
1330: Depart San Francisco Airport.
2110: Arrive Baltimore/Washington Airport.
