(S/CL-2/NOFORN) The ICLP manager has held discussions with DIA officials and the CG, US Army Medical Research and Development Command (USAARDC) since the announcement of the decision to cancel the ICLP and transfer its Functions to permit the continuance of the intelligence psychoenergetic effort within Ocf). Toese discussions resulted in a concept ti@at will permit tne continuation of intelligence collection through psychoenergetics within DoD in a program that will oe managed oy DIA. The program will be a coordinated effort throughout the Intelligence Community to include DIA, NSA, CIA, and the US Army (USN4RDC). 0. The concept provides for the use of operationai personnel to support tne R&D effort; however, there are no USAMRDC requirements for full time assigffaent of military intelligence personnel to USA4RDC -to support the R&D effort. d. (S/CL-2/NOFORN) Discussions to date with DIA indicated that the new OoD psychoenergetic effort will operate under strict security. It is anticipated that after approval of an JAOA, DIA will request OPSEC and cover support from INSCOM. Such support is already provided to ICLP by the Security Support DetacInment, 902d AI Group and Administrative Survey Detachment, and these organizations couid feasibly provide similar support to the prospective DIA effort. e. (S/CL-2/NOFORN) In pre 'paration for tihe ICLP transfer to DIA, the !CLP manager directed the preparation of a staff study to provide the rationale oehind the preparation of the MOA. A copy of the staff study is attached at Blue TAB a. f. (U) The proposed MOA will: (Blue TAB C) (1) (S/CL-2/NOFORiN) Transfer all personnel currently assigned to ICLP to DIA. It will involve the transfer of "faces but not snaces.11 (2) (S/CL-2/NOFORN) Transfer all ICLP documents -to DIA.. (3) (S/CL-2/NOFORN) Transfer all equipment, maintenance contracts, rental agreements and or) hand supplies to DIA. (4) (S/CL-2/NOFORN) Permit the transfer of the two office buildings currently occupied by ICLP to DIA. This will be accomplished by an ISSA between DIA and Fort Meade after the effective date of the MOA. g. (S/C(--2/NOFORN) It i's recognized and accepted that the deactivation of ICLP arid its subsequent transfer to DIA will be a major task. With a positive approach and complete cooperation from the INSCOM staff, however, the transfer can be accomplished with INSCOM's best interests in mind and minimum disruption to ICLP operations. h. (U) Recommend that after review and approval by CG, INSCOM, the' 1AOA be forwarded unsigned to OACSI, DA as a concept paper for their coordination and approval (a suggested cover letter has been drafted, and is attached at Blue TAB D), CG, INSCOA could then sign the MOA when it is returned upon completion of the OACSI action. (U) WHAT THiS ACTION WILL ACCOMPLISH: a. (S/CL-2/NOFORN) Satisfy requirement to cancel INSCUA's involvement in psychoenergetics. b.
