SUBJECT: Continuation of MIAS Advanced Training (U)
1. (U) Reference Memo, IAGPA-F-SD, INSCOM, 28 Mar 84,
subject: Trip Report - Advanced Training 19-23 Mar 84

2. (S/CL-3/NOFORN) Intelligence information may be collected
using several psychoenergetic techniques. CENTER LANE (CL)-has
focused its resources on those techniques that have been
scientifically researched.
3. (S/CL-3/NOFORN) Concurrently, CENTER LANE has investigated
less researched techniques endeavoring to improve CL
capabilities. In July 1983, the CENTER LANE office awarded a
personal services contract to Mr. Robert Monroe, Monroe
Institute of Ap plied Science, Faber, VA to examine the use of
his technology (HEMI-SYNC) in the psychoenergetic intelligence
collection process. The contract was aimed initially at
training a seasoned CL source to improve his target resolution
via the use of a HEMI-SYNC environment. Better than expected
results and personnel changes have now altered that thrust. The
objectives of the advanced training are now two fold:
a. (S/CL-3/NOFORN) Train source in HEMI-SYNC in
anticipation of his continued participation in CL as a private
consultant after his retirement.

SUBJECT: Continuation of MIAS Advanced Training(U)
b. (S/CL-3/NOFORN) Determine if the "discrete state"
psychoenergetic technique provides high resolution target
information of intelligence value. This determination can only
be made by using an experienced, reliable source.
4. (S/CL-4/NOFORN) I concur with the recommendation in
paragraph 5 of referenced memo. I am aware that Mr. McMoneagle
will retire soon after completion of the training, but I view
the continuation of the contract as application development that
will have use in the future. Completion of the contract is no
different than the earlier contracts with SRI-International in
which they tested and proved coordinate remote viewing with non
GRILL FLAME/CENTER LANE sources. The contract will permit
program management to assess future training opportunities as
will as enhance Mr. McMoneaglels capability for future use.
