SUMMARY OF INFORMATION
The three Israeli hostages are currently located at Jabal
ash Shumariyah. See ENCLOSURE 1. Their eventual release is
facilitated by some "kind of (Israeli intelligence)
"infiltration" in Lebanon.
Thomas Sutherland is currently located in an area next to
the Wadi River. See ENCLOSURE 2. Sutherland's current location
places him in an excellent position for a "quick release" if or
as needed.
The name "Werner/Warner/Weriner" continues to surface
phonetically to identify a person involved in the negotiations.
Upon their release, the hostages will be released "through/to the
east."
Joseph Cicippio, Edward Tracy, Alan Steen, Frank Read, Terry
Waite and some European hostages are currently located at Marj
Uyun. See ENCLOSURE 3. There appears to be a tendency towards
the formation of bigger groupings of hostages.
Terry Anderson is currently located at Zillaya. See
ENCLOSURE 4.
It appears important to "keep the Shites talking."
There appears to be a strong possibility of a possible
"payoff" by the US in German marks to facilitate the release of
the hostages. Countries that appear to play a role in the

negotiations are Tunisia, Egypt, Algeria, Iran, Sudan,
Afghanistan, and Germany. (Tunisia and Egypt were previously
reported as playing a significant role in the release of LTC
Higgins).
(When viewing against USMC LTC William (Rich) Higgins,
Viewer 079 had no perceptions normally associated with a persons
death). LTC Higgins will resurface in the news media in
approximately five or six days. LTC Higgins is currently located
at Al Ayshiyah. See ENCLOSURE 5. He is in a desert-like area
interspersed with odd patches of greenery that seem out of place
for the region. There were perceptions and sensations of an
Hispanic feeling associated with the area. The expression
"Winter Haven" phonetically surfaced as the current location of
LTC Higgins. LTC Higgins is bond and located in the cellar of a
house. The word "mure" (wall) phonetically surfaced in
connection 4on LTC Higgins whereabouts as well. There were
perceptions of women having difficulty obtaining water from a
well. Information related to the locations and movements of LTC
Higgins during the April - June 1989 time frame appeared
to be relatively unaccessible.
