1. (C/NOFORN) Attached is a proposed Statement of Work for FY82 services
to bE@ performed in support of HQ, INSCOM as part of a joint co6tract between
DIA/INSCOM and SRI-I.
2. (:C/NOFORN) Request the proposed Statement of Work be reviewed by
appropriate medical and legal authorities to determine if it falls under
the provisions of procedure 18, DoD Directive 5240-IR which governs the
experimentation on human subjects.

MH: In FY81 a disagreement existed between AGC and Surgeon General Office
on whether the Army portion of the contract with SRI-I fell under-the
provisions of procedure 18. This letter requests an early decision
to avoid the problems caused by the delay in forwarding FY 82- funds.

Additions/Changes to the proposed Statement of Work for FY82 (U)
(S/NOFORN) 2*4.U Continue development and evaluation of the Coordinate
Remote Viewing (CRV) Training Program. Train Army
personnel in the CRV technique.
(SAOFORN) 2.4.1 The CRV Training Program is to be developed in phases.
This will allow Army personnel to be trained after the
development and evaluation of the individual phases
and prior to the completion of the entire CRV Training
Program.
(S/NOF'URN) 2.4.2 Army personnel to be ttained will be jointly selected
by INSCOM and SRI. After the completion of each
training phase, SRI personnel involved in the development
program will have reasonable access to Army personnel
trained to assist in further evaluation of the program.
