MEMORANDUM FOR THE RECORD
SUBJECT: Update Briefing for DCG-1, 15 May 1981
15 May 1981
1. (U) PURPOSE: This MFR outlines the major discussion points covered
during my update briefing for BG Flynn, 15 May 81. Following personnel were
in attendance:

2. (U) Incl I outlines the data pertaining to the DIA/Army Joint Program and
my recommendations concerning some of the proposals.
3. (C) I explained to BG Flynn that we currently had 1.6 active projects arid
that CIA and ITAC were Our most active customers at the present time.
4. (C) PERSONNEL: I covered the status of all personnel connected with the
program. It was quite evident that the project has lost or will be losing (by
July) several "key players." BG Flynn stated that we have to "move smartly" to
identify replacements. I explained that my trip to Ft Huachuca tied been moved
back to the first week of June but that all necessary arrangements had already
been made. BG Flynn instructed us to only brief BG Teal when we visited the
school and that he would call BG Teal and explain the reason(s) behind that
decision.
5. (U) We discussed CPT Atwater's assignment after lie completes the career
Course in May 82, and BG Flynn directed us to take another look at the "GREAT
SKILLS" eituation with LTC Boyce, ASD. If we cannot find a great skills slot
'then BG Flynn will sign off on the letter we have prepared for him to send to
the CDR@ MILPERCEN.
6. (U) BG Flynn agreed to the recommendation that CW2 Joseph McMoneagle be
PCS'd to Ft Meade.
7. (C) BG Flynn expressed some concern with the overall security
the program. lie wants security procedures and awareness tightened
,--directed that we review theoAccess List and remove anyone who does
a strict need-to-know.

8. (U) BG Flynn directed that we set up a project review between the CG
INSCOM and the ACSI some time in July. He wanted the meeting to take place
at least one month before I leave the project.

9. (S/NOFORN) BG Flynn agreed to the recommendations we made concerning
the DIA proposed joint contractual effort for FY 82. This means that INSCOM
-is willing to commit 140K for contracts with SRI, but falls far short of the
amount (395K) recommended by DIA. Also, if we are to fund the RV enhancement
program as it now stands, we will have to find another 55K to put into the
program.

COMMENTS:
1. NO WORK DONE IN FY 81 FOR INSCOM NO MONEY TRANSFERRED YET.
2. "HUMAN USE" ISSUE HAS TO BE DECIDED.
3. BUDGET FOR FY 82 IS APPROXIMATELY 155K.
RECOMMENDATIONS:
1. REJECT DATA BASE MANAGEMENT PROPOSAL (100K).
2. REJECT TARGETING FOLLOW-ON PROPOSAL. RE-EXAMINE THIS PROPOSAL AFTER
FY 81 WORK IS NEARING COMPLETION.
3. FUND 140K FOR RV ENHANCEMENT PACKAGE IF CG INSCOM AND ACSI AGREE TO
"RESTRICTIONS" INHERENT IN 'THE PACKAGE.
A. ENHANCEMENT PROGRAM STILL BEING ESTABLISHED.
0. CURRENTLY CALLS FOR TWO YEAR ENHANCEMENT PROGRAM ON BEHALF OF
SELECTED INDIVIDUALS.
C. SHORTFALL OF APPROXIMATELY 55K WOULD EXIST.
OR.
4. NEGOTIATE CHANGE IN FY 81 CONTRACT AND ELIMINATE AUDIO ANALYSIS.
