At 0830 hours, 27 Mar 79, 1 called MAJ Stoner, DAMI-ISH, OACSI, to find out the status of Project GRILL FLAME. MAJ Stoner supplied the following guidance: a. Surgeon General's Human Use Sub-Committee had met on 26 Mar 79 and declared that Project GRILL FLAME (as represented by protocol submitted by AMSAA) was a NO RISK, NO HUMAN USE type protocol. Further, he stated that AR 70-25 did not apply to Project GRILL FLAME. b. A Consent Statement is not needed. Note: I informed MAJ Stoner that we would get a copy of Information Statement that AMISAA was going to use and apply it to our program if appropriate. C. MAJ Stoner stated that Sub-Committee expressed concern with ethics of program - i.e., how did one assure himself that individuals would not take advantage of his/her ability? Note: We have recognized this as a potential problem and have already discussed the issue with all our project personnel. We will continue to stress the importance of individual trust and responsibility and that invasion of privacy violates the very foundation of our program. 2. MAJ Stoner stated that INSCOM could immediately restart their GRILL FLAME Program and reference this phoncon as authority. Written authority will be forthcoming via SSO message channels. MURRAY 13.
