MEMORANDUM FOR RECORD. (Describe briefly the requirement, background and action taken or recommended. Must be sufficiently detailed to identify
the action without recourse to other sources.
1. BACKGROUND: On 17 April the Army General Counsel indicated that with regard to the
Surgeon General Human Use Test Committee, one member should be non-DOD affiliated.
(TAB B).
2. DISCUSSION:
a. In line with the Counsel's guidance, at TAB A is a memorandum thru the Director,
FBI, to the Assistant Director, Training Divisic,"T""""'I""' SG11
b. A/0 was told by HQ, FBI, that the Training Division is the most appropriate
office in that it "owns" the FBI's behavioral scientists. A/0 spoke with the Train*
Division and found that the best man for the job is probably F
candidate has a strong background of the type needed and can well hold his own with the
other distinguished members of the GRILL FLAME panel.
C. Since the Redstone piece is due to be considered around the end of May, it is
imperative that this action be expedited.
3. (U) RECOMMENDATION: ZA sign memo at TAB A.

ADDENDUM: So far no one in FBI has been briefed on GF and the project nickname is
not even mentioned in basic correspondence. Do not recommend we offer to brief
unless specifically requested to do so. Dr LaBerge is particularly sensitive about
widening the group of people having access to GF and a briefing of FBI personnel,
beyond the assigned POC, should probably be cleared through the USofA's office.
Use of the words "Human Subject" may indeed have bad connotations, but that is
unavoidable -_ Human Use Testing, Risk, etc, are the common roots of AR 70-25, HEW/
Federal law, and EO 12036 (which directs intelligence agencies to abide in strict
accord with HEW rules). Do not recommend we start "sanitizing" such vocabulary out of
the project. It would look too (Continue on pi Edn bond) sneaky.
