LABERGE, PRINCIPAL DEPUTY, UNDER SECRETARY OF DEFENSE FOR RESEARCH AND ENGINEERING SUBJECT: GRILL FLAME 1. In that the GRILL FLAME Science Evaluation Committee's final report is being disseminated and evaluated, recommend you convene the Steering Committee soon. I feel that we are at a major decision point and need to discuss where and how the program should be directed. For one, I would appreciate an opportunity to hear briefly from the Science Committee assembled, how they arrived at the conclusions and recommenda- tions contained in the report. Also of possible benefit to us would be a presentation from the GRILL FLAME Working Group chaired by Dr. Vorona. 2. 1 would like to bring to your attention a small, but potentially serious problem. It is the question of the legal and medical aspects of GRILL FLAME, as they pertain to the use of "human subjects." I recommend that we consider adding to the Steering Committee, an individual thoroughly versed in those subjects. Brigadier General Garrison Rapmund, whom.I believe you know, has such a background and has been involved with GRILL FLAME.for over a year. He would be a valuable addition to our group. If you and the other Steering Committee members have no objection, I will discuss the matter with BG Rapmund and LTG Pixley, the Army Surgeon General. C*D L-640@ E. R.
