 1.  (C) BACKGROUND:   Army Office of General Counsel provided OACSI
 specific direction regarding legal obligations before continuing GF
 activities. (TAB).     In general, these centered on the establishment
 of a Human Use Test Committee,  and obtaining written consent statements
 from personnel actively engaged in tests/experiments.
 2.  (C) DISCUSSION:
 a.   Message at TAB    provides guidance to Army elements/contractors
 involved in GF related activities.
 b.   The guidance specifically instructs that:
 (1)   Consent statement will be obtained prior to a person's involve-
 ment.
 (2)   Subject's state of health will be ascertained and he be briefed
 on any health risks involved.
 (3)   The already formed HTC at the DOD Working Group level will
 review/approve all projects, protocols,  etc.
 (4)   A form clause   TAB C  ,  slightly modified, will be inserted in
 any GF contract.    (Note:   SRI has had a permanent HTC,  abiding by HEW
 regulations,  for a number of years   TAB D).

 c.   OACSI GF POC will coordinate a consent statement with OGC,  to
 ensure standardization for the project.   Anticipated send to the field
 NLT 6 Mar 79.
