 1. At r16lI 00 Jul 81, Tim Hatch (Office of the Art y
 General Counsel)  and LTC Mike Chase (Array Legislative
 Lia ion,) mete Frith Cqng. Rose.  The subject .of the meet-
 ing was the 'deliay in releasing Army GRILLAIfIE: funding.
 Cling. Rose exlplairied'to Hatch, in a rather 'agitated and
 vigorous manner,. that he expected the human use issue
 6  be Pesolved by 23 Jul 81.  If not, he would , convene
 a House Intelligence Subcommittee meeting' on 30 Jul and
 -invite Mr, Carlucci, Mr. Marsh and Hatch to attend.
 2. Aat 171700 Jul 81, I received from the Army General
 Counsel a Memo for ZA authorizing him to release FY 81
 funds for GRILL FLAME expenditures.  The AGC intends
 DO NOT use this form as. a RECORD of approvals, concurrences, disposals,
 clearances, and similar actions

 to continue. the human use debate for FY 92 monies.
 The AGC Memo is attached for your review.
 3.  Para  .'of the Memo advises us to seek a consolidated
 ce tification of GRILL FLAME activities by the SA.  This
 is exactly what we attempted to do in Dec 80.  When the
 Si approved Army's GRILL FLAME efforts, it. was the AGC
 Trho ruled that the certification applied only to INSCOM
 activities.  We will try again in FY 92.
 4.  Para   of the Memo recommends independent Army
 contracting with civilian firms.  This obviates the
 problem.of getting DIA to.agree with us on the
 human use issue.  It adds, however, the administrative
 burden of Any executing and monitoring its own contracts.
 I recommend we eontinueto seek agreere nt with DIA that
 GRILL FLAME participation by Army is human use (NOTE:
 LTC,Wat#.,,plans to send his new cadre to SRI during FY 92
 for training) and that joint DIA-Army involvement
 (coordinated contracting, joint contracts, etc.) ooopts
 DIA into the human use arena.  This subject will be
 included in the next GRILL FLAME Committee meeting
 eZ 61:
