Addabbo Chairman, Defense Subcommittee of the House Appropriations Committee Room H-401, Capitol Building Washington, D.C. 20515 Dear Mr. Chairman: 25 April 1983 The conferees on FY 1983 intelligence authorization directed that if GRILL FLAME were to continue after FY 1983, it should be outside the National Foreign Intelligence Pro ram. This letter is a report to you on what we are doing to comply. (C) The Under Secretary of Defense for Research and Engineering has agreed to use Program 6 funds to continue the current GRILL FLAME research capability until DIA's report on the project is completed and can be evaluated fully. Your committee will be given a copy of the report and, at your convenience, a briefing on its conclusions, recommendations, and implications for U.S. and foreign intelligence. (C) The transition from the NFIP to Program 6 will begin this year. The Defense Advanced Research Projects Agency will add about $200 thousand to the existing contract with Stanford Research International. This will be enough to maintain the current capability until the Under Secretary's review has been completed and he decides whether to continue Program 6 support in FY 1984 and beyond. (C) The GDIP, of course, will continue to meet its intelligence produc- tion responsibility of following Soviet and other foreign activity.
