(S/CL-4/NOFORN) On 7 October 1983 from 1110 -- 1225 hours, INSCOM Project CENTER LANE personnel provided support to Dr. Jack Vorona, Assistant Vice Director Science and Technology (S&T), Defense Intelligence Agency (DIA) during a briefing presented to a staff member of the Senate Select Committee on Intelligence (SSCI) and staff members of the House Permanent Select Committee on Intelligence (HPSCI). The briefing Look place in the HPSCI Conference Room, Room H 401, house of Roprosentatives Office Buildings, NJ and Independence Streets, SE, Washington, D. C. 20515. Attendees were: a. (S/CL-3/NOFORN) The purpose of the briefing was to provide Mr. Hall with data on DIA's and INSCOM's involvement with psychocenergetics as an intelligence tool so he could support the effort: during SSCI hearings and deliberations. Ms. Smiley and Mr. Giza were aware of' DIA's and"INSCOM's efforts, but had been invited Lo attend as interested parties. 3. (S/CL-4/NOFORN) Dr. Puthoff presented his portion of the briefing which included an explanation of the phenomena known as rcemotee viewing, and the extent of SRI International's contract with DIA and INSCOM, LTC Buzby then presented a short briefing on CENTER LANE . That included a short history, current operations, and future expenditures. CPT Atwater then presented an overview of completed projects through the use of the briefing book. The only comments made during the INSCOM portion of the briefing were on how we derived an 135 percent accuracy figure on our remote viewing, and how priorities were ass.igned to projects when they were accepted (Ms. Smiley asked both questions). An acceptable ;response was provided to the question on priorities, but it is unclear if they accepted our definition of accuracy. 4. (S/CL-4/NOF:ORN) Upon completion of t:he presentations by Dr. Puthoff and LIC h3uzby, Dr. Vorona reiterated that the purpose of the briefing was to illustrate the value of the project and the need to place language back in the Conference Report which would permit placing DIA's GRILL FLAME project back in the National Foreign Intelligence Program (NFIP). Mr. ball acknowledged an understanding of Dr. Vorona's intentions and desires, and the fact that he was aware of Senator. Wallop's statement to provide a briefing to the SSCI budget subcommittee; however, Mr. Hall believes it. would be best to wait until FY 85 budget meetings. Mr. Hall then asked what, is the benefit of placing the program back in the NFIP since DIA has Program 6 (P-6) money to continue their efforts and that there is every indication) that that funding source would be available in the future. Dr. Vorona replied that it is necessary to place the program back under the GRIP for security and to give the program the protection it deserves and needs. Dr. Vorona's reply brought the response from the Congressional Staffers that there was no security in the NFIP, and since P-6 money is available, it could be dangerous to reintroduce the subject to the Congressional Committees. Dr. Vorona did not continue the debate and terminated the briefing at 1225 hours. 5. (S/CL-4/NOFORN) I did not enter the debate between Dr. Vorona and the Congressional Staffers because I was not the principal action officer for the briefing, and I did not want to offer an official position on INSCOM's position on the NFIP at the Congressional level without prior coordination with the INSCOM Command Group or DIA. The continuing deletion of the field id psychoenerget.ics in the NFIP will have a greater impact on DIA than INSCOM, since DIA is entirely funded under the GDIP while INSCO111 can draw resources from Security and Investigative Activities resources.
