Formal meeting with representatives of the NRC (28 Mar); .final Statement of Work for the Star Gate blue ribbon panel review; submission to NRC's internal Governing Board was slated for 16 May. [ORD was informed chances for approval were very high; NRC had already contacted four experts to act as commissioned reviewers for blue ribbon panel and CIA resources had already been transferred to US Army to act as executor.] ? NRC formally rejected CIA's proposed review (1 May); did not submit to governing board, cited it's own prior, definitive study; stated unequivocally "the case for remote viewing... is virtually nonexistent." ? Formal meeting with representatives of American Institutes of Research (AIR) (2 May) to consider AIR as potential Star Gate blue ribbon panel reviewer after NRC rejection. ? CIA/ORD informed the CIA/EXDIR and new DCI regarding the plan to use AIR in lieu of NRC to perform the blue ribbon panel review. [Schedule information is not available yet, but AIR has assured ORD that it can perform this review in less time than the NRC would have taken, not concluding sooner than September of 1995, however.] ? CIA/ORD has already contacted AIR alerting them to pending request for proposal. AIR has agreed to respond. We will get them under contract as quickly as possible. ?
