 contract the essence of the meeting, sensitive part (what each Senator thinks) and to add that
 Mr. D'Amato told us that DIA had not done the foreign assessment work and had assigned the
 SG 1J     people to inferior jobs. I called               C/DIA personnel today to advise that we had
 been asked by Mr. D'Amato to consider temporary assignments for the people to work on one
 aspect of this activity. She indicated they had been assigned to DIA jobs, that DIA considered
 them gainfully employed, and that she understood it might take us some time to resolve the
 issues.

 Mr. D'Amato believes CIA is making a good faith effort and understands no decisions will be
 made until the "blue-ribbon" panel reports in late September. Mr. D'Amato is concerned with
 the reaction of four Senators and the fate of the DIA personnel assigned to the program. He will

 Mr. D'Amato says Sen. Pell is a true believer but is retiring; Sen. Inouye is interested but won't
 intervene; Sen. Cohen is very interested by not publicly; and Sen. Glenn is interested enough
 that he might write a letter supporting continued research.
 The CIA/DS&T delegation gave an excellent, balanced overview of the project:
 The "blue-ribbon" scientific panel assessment that CIA Is sponsoring will be completed by 30
 September 1995.  CIA indicated it will abide by the results of that effort concerning the future
 of this program.
 We believe we have formed a credible panel of experts under the study being managed by
 American Institutes of Research.
 CIA prefers that the DIA personnel associated the STARGATE program remain in DIA until the
 completion of the assessment.
