 1.  Ref the '50K end of year funds that went to USAF"/FTD
 for GRILL.FLAME work on 18 Sep 80.
 2.  According to law quoted by Attorney Mr. Oliver
 Kennedy, Army Comptroller.Office, "Military Inter-
 departmental Purchase Requests (MIPR's) are not economy
 actors.  The. receiver (in this case USAF/FTD) must
 take action to ensure that the funds (50K) are taken
 under action prior to the end of the fiscal year."
 Since USAF/FTD did not take action, the Army funds
 are lost.
