It is known that human capabilities are influenced by environmental factors. Various frequencies of radiation are among these factors, and there has been a suspicion that radiation in the Extremely Low Frequencies (ELF) range influence the human functioning of psychoenergetics (specifically, remote viewing). The two strongest generators of ELF radiation are: 1) Manmade structures, such as large buildings, railroad tracks, power lines ' etc. The largest of these is the 60 cycle power which is all about us. 2) Solar activitz. Whether this radiation affects us directly, or indirectly (by affecting our physical environment, which affects us, in turn), is not known, and is a subject of this study. b. If it were found that ELF radiation directly affects psychoenergetic functioning, methods could be devised to nullify these affects, or to use them for counter-intelligence purposes. c. The paper presents the following findings: 1) Solar variations do seem to influence RV capabilities. Whether this-71-s--d-irectly or indirectly has not been fully determined in this study, but there are two main possibilities which should be tested in further research: a) Direct solar ELF radiation from solar flares, etc. b) Indirect effects, such as Sudden Ionospheric Disturbances (SIDs) which are caused by solar radiation of higher frequencies, and seem capable of trapping and reflecting manmade ELF within our biosphere. 2) Manmade ELF sources: other than the mention that SIDs might contribute to the containment and concentration of ELF in our environment, the report does not give any findings concerning manmade ELF's affect on remote viewing. d. The suggestions derived from the study are that a further in-depth statistical collection and evaluation effort should be conducted. 2. Search and summarize existing literature. It is evident from the bibliography in--t-fie report that a very thorough search was made. However, no summation of that open access information was given,in the report. b. Examine and correlate SRI RV perfoEmance data bases with ambient geophysical/ELF factors, on an historical basis. This was accomplished with detailed thoroughness, and is one of the two main thrusts of the report. c. Examine and correlate SRI RV performance data bases with ambient geophysical/ELF factors, on a real-t ime basis, with speci I concern to correlations between fluctuations in the two fields. This was also accomplished to specification, and is the* other main thrust of the report. d. Provide an evaluation report as to whether measurement of ambient geop ysical/ELF factors can be used as an in icator of expected RV performance, and whether optimum performance windows can be idpnfifipd- This was partially accomplished, in that report states there is an apparent relationship between solar flares, SIDs, and RV performance. The report cites the number of days before and after solar occurrances that RV capabilities drop or raise, but does not further identify optimum performance windows, or suggest firm indicators of expected RV performance which could be used to enhance our work situation. e. Security: Security procedures cannot be determined from this report. f. Deliver progress reports on each phase of the project. This cannot be determined from this report. g. Provide CENTER LANE personnel reasonable access to raw data material. This has not been tested by CENTER LANE personnel. No specific data, raw or processed (in the forms of charts, tables, lists or statements), were presented in the report. h.
