MEADE, MARYLAND 20755 4 April 1980 980, He was directed to report a general description of the target scribe the ongoing activity for 0800 hours on the 4th of April 2. (S) Viewer reported a stadium, lots of people siting quiet and waiting for some apparent event to occur. There did not appear to be any uniforms present. On the left there was a barrier described as having support braces and footings. Behind this there was what was described to be a more permanent obstruction, like a wall or fence which was quite long. Viewer stated that he felt he was on the defensive side of the barrier. lie then reported that he was observing a street scene, with a big building on his immediate left. Fie reported the build- ing had something to do with affairs of state. He felt the sun was dir- ectly behind him. 3. (S) Viewer was then asked to describe the principle activity on the ground at his location. He stated that he felt very tense, that there were people present who were tense, enraged, some of them had weapons. Most of the people were yelling and shaking fists over their heads. These people were moving south-wost towards a "tan" area. He could not perceive anyone within the tan area, but lie did state that he felt there was a presence there which was in control of the situation. The viewer stated that the people in the street were undisciplined and unorganized, but the people in control were well organized, disciplined, highly con- fidenL and very powerful. Viewer stated that there were hundreds of people involved, they were extremely emotional (hate & anger), and felt threatened by a more agressive group. (S) It is impossible to ascertain if the viewer is on the target site. His verbage does not lend support to such a view. He did state that he felt his more detailed descriptions of the target area were more symbolic than factually represented, at least in nature. This makes assessment of this session difficult in the extreme. Analysis indicates that the viewer was probably not on target. It would appear by assessing the information provided, that there may have been a civil disturbance (possibly organized deliberately), which was onqoinq at the specified target Lime at some other location. ~/Jo~(PIIH -W.
