MEADE, MARYLAND 20755 NOT RELEASABLE TO FOREIGN NATIONALS IAFM-OPS-HU-SA MEMORANDUM FOR THE RECORD 4 April 1980 SG1A SUBJECT: Summary of Session Conducted at 1000 hours, 4 April 1980, (S) SG1A SG1A SG1A He was directed to report a general description of the target and describe the ongoing activity for 0800 hours on the 4th of April 1980. He was then moved sideways in time (forward) and asked the same information for 0800 hours the 20th of April 1980. At no time was the viewer given the actual coordinates for the target or any other information to key him to the target. 2. (S) Viewer reporLed a very tall scafolding type of assembly with a peculiar "Y" or "V" shape of something on the ground. This lie reported as appearing to be resting on pilings. He stated the object appeared to be partially undorgrOLind with the majority above ground. This object appeared to stretch over a ditch or gorge, supported on pilings. He re- ported being unable to perceive water in this ravine. He reported the high tower and scafolding to the left, and stated that the scafolding was elongated. He stated there were snow capped mountains in the area, at least one that was predominant. The scafolding was of a rust red and white color. Back away from the tower structure there was an official type of building about four stories high. The surrounding area was des- cribed as having some people and what appeared to be a very small town with very few other cities. The viewer stated that he felt this was very much like an outpost. When asked about the activity the viewer stated that there were rugged and jagged concrete blocks elevated off the ends of the scafolding. These were capable of supporting vehicles which could drive up these blocks and over this very deep cut or gorge. He stated that this was almost as if they would be supporting the scafolding or suspended in the scafolding. He reported severe angles and concrete or cement work all around the base. He stated that earlier he wanted to make the cut (gorge) to be a large round conduit with a mouth or hole to one end. 3. (S) When asked about the activity, the viewer stated that lie had the distinct impression that the "thing is over ... that it is done ... what was there is now gone." Nothing was there and it was very quiet. This was reported only for the 20th of April 19B0 date, and there was no activity reported for the 4Lh of April 1980. This may have occured because there in fact was no activity in the viewers eyes, or it may be that the viewer did not undersUand the requirement when he was targeting for the 4th of April. He also stated that on the 20th of April he observed normal truck usage of the ramps and scafolding, and personnel on an elevator type of cage pursuing some form of a normal operation. 4. (S) Analysis would indicate that the viewer very probably was at the target according to his descriptions. He produced a very gestaltic impress- ion of a bridge (with an erector set style) over a gorge or wash. Lvon though he stated that he could riot see water, there is considerable correl- ation to the target area in that he did see trucks or a capability for trucks to negotiate the scafolding. The general area description as pertains to the numbers of people and sparsity of population would appear to be very accurate. His report of activity would seem to indicate no significant act- ivity on either the 4th or the 20th of April at the designated target times. hIlt A ~ II PH W.
