    1. (SINFISK) Tasking: Initiative/Monthly follow-up.
         2. (S/NF/SK) Session: Source PI; extremely tired. Monitor allowed
    source to review his last session. This done, the session began in S4
    after monitor introduced the word "agenda". Source acquired target
    immediately.
         3. (SINFISK) Summary: Two agendas were perceived, (possibly
    related). Both dealt with domestic, nonmilitary issues:
    1) The group was concerned with upheavals or dissatisfaction which may
    be the prelude to greater unrest or turmoil among a population. The
    group is seriously concerned, worried, perplexed, annoyed and slightly
    angry, partly because of their confusion over how to handle the problem;
    they are not accustom to things happening outside an orderly plan. The
    indications of unrest surfaced some time previously as very minor
    disturbances which were regarded as a passing phase in the target
    population, but have been growing steadily more acute. The target
    population is domestic, yet "foreign" and culturally united. They
    appear to be of Asian/Oriental stock.
    2) Spending and resource allocation occupied the other agenda;
    insufficient funds, funding shortages, etc. The system that provides
    for funds is in a state of confusion -- it is messed up -- control and
    accountability is muddled. The group is feeling somewhat under siege at
    present; several major issues for which they are responsible are
    working according to their expectations, other chronic problems are not
    being resolved. Pressure is being placed on the group to fix things but
    they do not see a clear way out.

    These present concerns have occupied the group for some time, probably a
    few weeks. They anticipate having to deal with these problems for
    perhaps a few more weeks, but fully expect to resolve current issues and
    move on to other, future projects or agenda.
