         SUMMARY OF INFORMATION
         The target is a large, four or five-storied building with a flat
         roof. Two separate and distinct types of areas are perceived
         within the building: the first houses normal staff and
         administrative personnel, while the second appears identifiable
         with perceptibly higher ceilings. ~The second area is
         conceptually dedicated to ongoing, scientific, research and
         development efforts culminating in the construction of one or
         more prototypes. The concept of "communications", and
         enhancement of communication capabilities, thematically dominates
         the reporting. The Soviet military, industrial, and intelligence
         complexes, particularly that of Signals Intelligence (SIGINT),
         appear to be the intended beneficiaries of this R&D effort.
