   the form of illegal drugs. The last known location of the
   load was on 12 April 1990 in the vicinity of the Spratley
   Islands in the South China Sea. The anticipated ultimate
   destination may be Alaska.
   4. ESSENTIAL ELEMENTS OF INFORMATION:
   a. Physically describe the load of contraband in the
   form of illegal drugs.
   b. Describe how the drugs are packaged/wrapped.
   C. Describe the current location and surrounding of
   the drugs.
