    however, would suggest that viewer's information is incorrect.

  with the call sign is in the Caribbean Ocean at

  The vessel is not privately owned and operated. This
  vessel is a military vessel -- like a cutter or offshore
  patrol boat. It is not carrying illegal drugs and it is not
  destined for North America. I perceive that this vessel is
  government owned by a Latin Country. It is a motored vessel
  of moderate length (see sketch) powered by diesel.
