  1. (SINFIOC) On 28 November 1990, 1 decided to schedule a
  remote viewing experiment involving Beacon Person Targeting (BPT)
  with the DT-S staff. This gave them a brief reprieve from their
  current report writing activity and helped keep them in touch
  with the phenomenological aspects of our area of interest. it
  also provided an opportunity to give a newcomer,
  SG1J a remote viewing demonstration.

  2. (U) In BPT, a designated person (i.e., a "beacon") visits a
  randomly selected site where he/she concentrates on the key
  target area features. At the same time a "viewer", who is of
  course blind to the target selected, attempts to describe the key
  features of this site. After the session, and after all data and
  data summaries are recorded, the beacon person returns and takes
  the viewer back to the site for feedback. In this way, the
  viewer receives rapid and total feedback and can readily verify
  (as can others) what was correct or incorrect in his/her session
  data. The actual target site is unknown to any of the project
  personnel until after the feedback session with the beacon person
  occurs. The actual target is also not known by the beacon person
  until he/she opens the sealed target package with driving
  instructions; this does not occur until after the beacon person
  is out of sight of the home base facility.

 over the intercom, The entire experimental period took about one
 hour. This included travel to and from the target area for
 feedback after the formal session. The only information known to
 those directly involved was that the tai ~t uld be anywhere
 within a 20 minute drive. Even though had previously
      SG1J prepared the local area target pool from which this particular
 site was drawn, she had no knowledge of the specific target
 selected until she was in the car, well away from home base.
 4. (SINFIOC) The results of this session were encouraging and
 suggested that valid " beacon person contact" had in fact
               SG1J occurred. first impressions included "...water .... Burba

 Lake". any, u not all, of his responses had relevance to the
 target site. Some of the responses were too general for clear
 assessment. It turned out that the target was in fact the Burba
 Lake Park area on Ft. Meade, though it could have been a site
 anywhere within a 20 minute drive.
 5. (S/NF) Afterwards, it became very clear to me that
 experimental sessions such as this are highly beneficial for
 solidifying group rapport and in keeping interest in the
 phenomenology at high levels. We all benefited from this
 demonstration. Even though the target was not especially
 important, nor did it have any military significance, the session
 was nevertheless of high interest. It also helped us identify
 some minor procedural flaws that can easily be corrected.
 6. (SINFIOC) As a result of the positive response to this BPT
 activity, I plan to schedule additional BPT experiments in the
 future. They will be low-key and will not interfere with other
      SG1J activities. I have asked ~ ~ (who is a good beacon person and
 who has a good target eye) to develop a comprehensive area target
 pool so that we can refine our BPT activities. We still need to
 improve out protocol and develop a consistent evaluation
 procedure. (We are working on a quantification method).
 Improvements in our BPT activity should be helpful later on when
 we begin to fold our activities into research-oriented projects
 in support of the Congressional interests. BPT session such as
 this also help us to find the bugs in our overall procedures and
 help the interviewers improve their technique.
 7. (C) This MFR is an informal account of one aspect of our
 project activity to help in your overall perspective of this
 phenomenological area. Please treat this MFR as "close-hold",
 since I have identified the DT-S staff and their specific roles
 in this experimental demonstration.
