      following requirements are listed in their order of priority
      and importance:
      a. Determine the current location of the target
      personality identified for Project 92-26-0 (name enclosed in
      project envelope). Describe readily recognizable and prominent
      landmarks of geographical or historical significance, to
      include specific area.
      b. Describe the nature and purpose of the target
      personality's current activity.
      c. Describe the individuals with whom the target
      personality is interacting.
      B. PHASE III-b: Same as III-a; however, envelope with name
      can be opened.
      C. SUSPENSE: 1400 hours (or sooner), 14 April 1992.

   SUMMARY
   The target personality is currently located in "the
   landmark area of the northern region of his country." More
   specifically, the target personality can be found in the
   near/immediate vicinity of a "water passageway" located in the
   northern portion of his (target personality's) home country.
   Note that water passage ways are not normally associated with
   that portion of the country.
   The target personality is a flamboyant, military
   personality, somewhat of a madman who likes to dress
   elaborately. He is currently involved in the transfer of arms
   and ammunition from his country into "nearby territories" in
   support of warfare. He seeks to gain additional political
   influence and prestige from (some of the) African nations. His
   primary purpose is to launch or cause to launch an attack
   launched against the "isolationists," the Israelis. Somehow,
   the name "Sudan" (phonetic - a country?) - appears to play a
   significant and predominant role in ongoing discussions.
   (This was not further described).
   (NOTE: AT THIS POINT IN THE SESSION, THE TARGET PERSONALITY'S
   IDENTITY WAS REVEALED AT SOURCE'S REQUEST].
   The names "Gawling/Rawlings" surfaced phonetically as

   being related to the ongoing activities of the target
   personality. No further identifying data was provided on the
   phonetically surfaced names.
   It was suspected that Sufficient political pressures couild
   be brought to bear on the target personality to deter him from
   launching his military activity.
