                it is unclear whether the target personality will move
           within five days or five weeks. In any case, his plan is
           directed towards the land-based areas of the United Arab
           Emirates (Emirates). His departure (from his current location)
           appears to be totally dependent upon the issuance of orders
           from another source, not further identified.
                His plans involve a going or coming from Kuwait. Countries
           identified as Oman and the Yemens, particularly the Peoples
           Democratic Republic of Yemen (PDRY) are somehow connected to
           this venture.
           The plan involves the use of a "land-based" drive by small
           groups dispersed in different and isolated areas. The plan
           also involves the testing/retesting of a "refueling plan"
           before it (the plan) is implemented. Testing of the fuel lasts
           one to two days.
                The name of Sudan as a country also resurfaced. No
           further data was provided to explain its pertinency to this
           issue.
