The sailing vessel acts as a "stop and shop" for drugs for users who want to buy at sea, but also has the capability to offer drugs in "investment" grades and quantities, offers a "brokerage" service for those who want to invest in other smuggling operations (both drugs and other goods), and even offers a SG1A range of "utility" services, proferring drug-related paraphenalia, information, contacts, etc. to its customers. V acts as some sort of a supply ship or floating "store room" where the people on the sailing vessel stockpile goods until needed. The ship SG1A identified w/ C/S ~ is metal, motor powered, and is ready to be scuttled at a moment's notice. The sailing vessel is "kept clean" for all appearances, carrying only samples for the customers. In reality, however, it has cocaine "built" into its sub-flooring and is, itself, for sale. A high enough price can buy the vessel "as is" in order to get the cocaine. The man running this operation may be Indian (from India). He seems to have a loose, but strong connection w/South American drug sources as well as Asian and SG1A European sources to provide more "exotic" wares. The companion ship, has a small staff which consists of men and young boys. They are well drilled in safety procedures, in case scuttling becomes necessary. The boys have a sense of "a year at sea", for extremely good pay. OOF: (251034 JUL 90) The target is a fishing/trawler vessel with several boom-like projections extending from the deck. It's condition is unkept and damaged. The bridge/cabin area has several odd angles associated with the front of it. The vessel produces an overly large amount of exhaust/smoke while running. There are nets or something woven hung "out in the wind" but are not being currently used for the intended purpose. The vessel is not fishing. It is towing something behind it that is rectangular in shape and tapers down from the front to the rear. The target is associated with C/S and the U/I S/V. The target is acting as a "look out" or early warning system for the operation. Impression that either the target or the U/I S/V will fake becoming hung up on the bottom or a reef and the other vessel will come to help. This ploy will 'be used in order for the two vessels to meet. The target and S/V will then take a parallel course (with each other) after the meeting. Additional information: The name/term BAPTISTE is important to the target vessel (former name?). The activity of the target has something to do/revolves around the area near the life ring on the starboard side of the deck at the rear of the cabin/bridge section. There is an access in this specific location to the forward hold area under the bridge/cabin. This forward hold area is mostly empty at the present time. There are objects within this area that have to do with "folding out" from the sides of the vessel. The target is not currently carrying narcotics but has been "dirty" in the past.
