  STARGATE
  The conferees agree to provide $2,000,000 for the STkR
  program as proposed by the Senate. The conferees support
  continuation of DIA's specialized HUMIHT initiative encompasse
  the STkRGATE program and, following last's year's practice,
  including R&D funding so that the program may pursue a long
  research and operations plan without constant review
    adjustment.
  The conferees direct "that the Director of DIA realign
  civilian billets within DIA to be dedicated solely to the STAR(
  program. In addition, the conferees direct that the $2,000,00(

.]DIA'S fiscal year 1992 program funds be used exclusively for./the
ST,kRGATE program and that a program -plan for the fundin-g be
prepared emphasizing the following areas:
       (1) a continued robust effort to evaluate the activities of.
foreign governments, particularly the activities of the Soviet
SG6A Union, Communist China emphasis regarding ~the
Soviet and Chinese programs should include efforts towards
veaponization;
             (2) an even balance between foreign assessments, operational
activities and research, with the bverall architecture of the
program such that the three areas are related to and enhance each
      other;
(3) operational users should be identified in DoD and the
intelligence community, and the operations plan developed Vith
appropriate attention to user interest; the conferees desire that,
in particular, a tasking relationship be developed with the
Department of Defense Special Operations Command; and
(4) a report on the overall two year architecture be prepared
and provided to the Committees on Appropriations within 120 days
after enactment of this Act.
