(S/NF/SK) Project N-2 is a utility assessment conducted primarily to determine the ability of remote viewers to access and describe substantially the thematic essence.of a specific document shielded from normal, human perceptions. As an added task, remote viewers were asked to locate and i'dentity thetarget structure where the document was stored. During the period of I December 1987 through 10 February 1988 inclusively, six remote viewers conducted 34 sessions in response to this tasking. 2. (S/NF/SK) Viewer 011 described the target as a document secured in a rectangular area, a vault having a single point of access and exit. The presence of six desks and four security containers were perceived inside the vault area. See TAB A. The document dealt with an object described as a silvery,,metallic, round cylinder equipped with a "focusing apparatus" made in the form of a crystal lens. Light beams and brilliant flashes of color, as in a sparkling star, were functionally associated with the object. The object of interest seemed capable of gathering and amplifying light/energy, a function that -appeared somehow related to travel in space. The document also dealt with a concave, conical object apparently.covered with a sparkling, black, gritty substance and appeared related to an acoustical function. See TAB B. The target building is a round and domed- shaped structure that is readily identifiable with the US intelligence community in the Washington, D.C. area. It is a multi-storied, brick building with a SCIF area reminiscent of the SCIF located in BOilding 4454 at Fort Meade, MD. See TAB C. Viewer 011 perceived the presence of a man-made tower located about one fourth of a mile north of the target structure; the structure resembled the Washington Monument. See TAB D.' A map dowsing effort conducted by Viewer 011 pinpointed Andrews Air For 'cc Base as the target area of interest. See TAB E. Analytical overlays of ' Building 213 of the Information Science Center in Virginia were a persistent cause of distraction to Viewer 011 who is familiar with the purpose, location, and function of Building 213. 3. (SINFISK) Viewer 003 perceived the target as a document stored in a light blue container located in a room where documents are routinely strewn about on a table or "desk. The document is comprised of a paper-bound, computer printout with listings of letters and numbers and includes sketches and diagrams. One picture/illustration a,ppears important and thematically dominates the content of the document. The concept of a "prototype" used as a basis to functionally transfdrm, and enhance performance (of something) is associated with the document. The document was obtained from an overseas area and its acquisition was considered an intelligence "coup of significance" (at the time). The target document deals with technical expertise involving a component upgrade associated with the concept of supercoi,,ductivity and related to an object labelled and described as an "artifact" (TAB F) that seemed glassy, ceramic, clean, white smooth, curving and dense. Moreover, a complex, intricate, and interconnected electronic object/device is directly related to the document. It is further described as a "rotary" type device (TAB G) used in a "shunting or switching process" and affecting a "large bulky apparatus." The document is not considered of crucial importance to the current, national interests of the U.S. The general target area consists of a group of structures situated in a flat, cemented area resembling an airfield and located near a body of water. See TAB H. A larger recognizable antenna resembling a microwave tower was perceptible in the vicinity. The target complex was bordered by a river on the one side and by a fence and/or wall on the other. The target structure was located east of a body of water. West of this same body of water, is a city that serve's as a seat of power, a capital city with parks, memorials And a series of government buildings. The presence of a light-colored, very tall, flat-sided monument (TAB I) was observed as being located about one half to one and a half miles northwest of the target structure. The target structure is located in the northwestern portion of Washington D. C. Despite its somewhat residential appearance, the target structure functions serves as a headquarters. See TAB J. The presence of a metal object secured to the "underside of an overhang" (TAB K) of -the target structure was observed as a prominent feature at of the str;6eture. Scores of people walked underneath the object. ENOTE: IF INDEED THE MONUMENT REFERRED TO IS THE WASHINGTON MONUMENT, THEN THE TARGET STRUCTURE CANNOT BE LOCATED 1 TO I AND 1/2 MILES SOUTHEAST OF THE MONUMENT ON THE ONE HAND, AND BE LOCATED IN THE NORTHWEST AREA OF D.C. ON THE OTHER.] 4. (S/NF/SK) Viewer 079 described the document as being in the safekeeping of an older man,,a retired military personnel who formerly wore four gold stripes on his sleeves. The document dealt with a project of long standing and involved a technical upgrade and the projected use of explosive type objects placed in vehicles currently dispersed in various overseas locations. The strategic planning and execution of this activity is directly related to chemical warfare. The document is, in fact, a technical manual dealing with a platform, a vehicle that resembles a tank. See TAB L. The front portion of the vehicle is oval-shaped. Two or three long, firing tubes jut out from the vehicle. The specific, technical and electronic upgrade deals with a firepower apparatus, specifically a "turning gear" that spins, turns, and blinks. A gaseous energy placed inside the object, spins, turns, mixes, churns and finally exits as a~ chemical warfare substance. The "seeing part" of the object is a delicate, circular measuring device that is split in half.', See TAB M. There are an estimated 17 to 24 such objects (vehicles) in the world. One model number was perceived as being "288H29H". The length of the vehicle is estimated as being 18 feet in length. Oddly enough, the document addresses methodology on how to upgrade basic and previously known and established techniques. The document is about 33 pages long. It has a black and red cover. The expressions "WH-11, WH-12, and "WH 14" seemed pertinent. The substantial meaning of the title of the document conveyed the impression of "Powers Generating." The document was originally written in a language that reminded 079 of the Czechoslovakian language. There was evidence of graphics. represented by "big squares." Efforts to identify literal expressions associated with the document, surfaced the following expressions: "SCEP/SCKEP", "OWARY, NOUS, PROPAR." The document was stored in a security container described as square, tall, heavy, and located in a windowless, dark, vault area. Small silver-appearing boxes were perceived as being located inside the container. Efforts to identify the aut1-30r of the document resulted in the expression, "KLEMPER-KLEMPI-KLEMP." ~The document was acquired as the result of an effort made by three individuals who flew to an overseas area on at least three occasions. The document was published in 1982 or 1984. It was originally associated with a flag described as having a red background, a gold dot, and a gold half circle (flag of China - Turkey?). See TAB N. The name "Dryer" was somehow related to the storage and maintenance of the document. Black and white sketches were present in the document. Viewer 079 described a specific "corner picture", comprised of a man sitting on a chair with his back (to the viewer) with energy perceived as radiating from his hands. The document was carried in a briefcase by a "John A. Q." Physical security is insured via an internal video monitoring system and a non-DIA security badge system. The target structure is closely associated with a square, wide, tall, red--orange brick building subsequently identified as Cameron Station. A sign with green lettering was observed in the target structure area. A second sign, associated with the second structure was described as a "giant coin, with a brown logo bearing the picture of a man." In the immediate vicinity of the target structure was a long and triangular tower. See TAB 0. To the right of the tower was a man-made object arranged in a semi- circular configuration. The target structure is located off Duke Street between (left of) Landmark and Cameron Station, and, between "the Transportation Depot and Cameron Station." See TAB P. The continuing presence of many military buses in the target area was noted. A strong audit trail, a knowledgeability list, seemed associated with the document and included DIA (DT), ITAC, FSTC, and Rosslyn (OA). 5. (SINFISK) Viewer 018 perceived the target as a document stored in a blue/black container with a knob (dial). See TAB Q. It was written in a Slavic language, much like the Czechoslovakian language, and contained several drawings and charts. The document was dated in 1986. It measured 8 1/2" by about 11" and it seemed to be 1/4" to 1/2" thj,;~ko; it had an estimated 33 pages. There appeared to be a predominance of onion skin (copy) paper. The cover was off-red in color. During the course of the initial sessions, the document appeared to deal with a hand-held, rounded, blunt object (TAB R) that appeared interconnected with a bigger object through a network of complicated wiring for the production of some form of radiating energy. In a subsequent session, Viewer 018 described the presence of a large, rectangular-shaped mass, a machine sitting on a platform. The machine characteristically made humming noises, appeared to have some sort of spraying/radiating ability. See TAB S. Oily, dirty, dusty smells were associated with the machine. The machine served as a sort of testing mechanism in the application and actualization,of a scientific principle topically addressed by the document. The perception of oily- slick matter surfaced repeatedly during the course of several sessi)ons. The target~site was loqa+-ed in a semi-circular, open area, further described as a complex of several buildings between two hills. A large city was readily perceptible in the distance. A large multi-storied building was associated with the target document; however the actual document was stored in a nearby, smaller building. No readily identifiable, easily recognizable manmade or natural structures were surfaced by Viewer 018. A dowsing effort con~ucte'd by Viewer 018 indicated that the target structure was located in the immediate vicinity of Arlington National Cemetery, Arlington, Virginia. 6. (S/NF/SK) During the course of three (dowsing) session conducted on 27 and 28 January 1988, Viewer 099 identified the Approved For Release 2000/08/10 CIA-RDP96-00789ROO3700790001-5 W a. (SINFISK) The results obtained from the effort related to Project N-2 do not appear as successful as the results from a previous effort conducted under Project N-1. In Project N-1, the content of the document was readily and substantially identified; and the DIAC was readily identified asthe target structure housing the document. There was added confusion and a distinct lack of correlation in remote viewing efforts conducted to determine the exact location of'the target structure. It was as though several copies of the document had been dispersed and stored at various locations in the greater Washington D.C. area.
