Personality profile on SG1A SG1A BACKGROUND! In an open source letter to a Colombian newspaper, claims to be serious about a negotiated surrender. He believes the U.S. government must take part (even if only unofficially) in the negotiations. He claims his reasons for surrender include: a) love of family; b) to demonstrate how deceived are those who have labeled (him) a big drug trafficker and the "chief" of the Cali cartel; and c) because the law of nature tells us we must respond for our actions by surrendering to justice, but in no way to injustice, as the General Prosecutor of the nation wants. also claims there hao been a generational change in drug trafficking; that there are many people today under 30 years of age who have no criminal records and are not known by Colombian or DEA officials who are working in the drug business full time. He also says there are many cartels, not just one, all-powerful, Cali cartel which does everything and of which he is the head. Our questions; SG1A a.. Colombian Drug Submersible BACKGROUND: On 22 Sep 94, the Colombian Coast Guard seized an abandoned 23 ft submersible vessel in Guachaquita Bay, just northeast of Santa Marta on Colombia's north coast. This was the second submersible-type drug vessel seized in less than 18 months, (The first craft, seized in May 93, was a semi- submersible, designed to ride low in the water, but not submerge; this second craft is believed to be capable of short, shallow dives and was also designed to be towed by another vessel.) HUMINT sources indicate both typeB are being built in the vicinity of Santa Marta, CO.
