           MEMORANDUM FOR THE RECORD
           SUBJECT: Visit to OACSI (COL Kennedy)
           22 Feb 82
           1. On 17 February 1982, 1 visited COL Kennedy (DAMI-ISH) at
           his office in the Pentagon. Following items were discussed:
           a. Funding - COL Kennedy showed me a copy of the Budget
           Bill provision which specifically prohibited INSCOM from reprogramming
           money to cover external contracts. OACSI was pursuing a method of
           funding which involved DIA financed the training, while INSCOM
           financed an equivalent amount to a Army project which DIA supported.
           This approach is currently under review at DIA Legal and COL Kennedy
           is working direct with Dr. Vorona.
                b. INSCOM Protocols - I reviewed for COL Kennedy the status of
           our submission to MG Rapmund (Deputy Surgeon General) of the INSCOM
           protocols which have been in for review since late summer 1981.
           c. -Scientific Panels - COL Kennedy stated the approval by
           MG Thompson to fund ($30 K) MG Rapmund scientific panels concerning
           GRILL FLAME basic research, had been concurred in by BG Odom.
           However, no action had been taken to his knowledge by MG Rapmund to
           use the money.
                d. BG Dozier - General conversation concerning the attempt
           to locate BG Dozier through official and non-official GRILL FLAME
           sources.
           2. Other general topics were covered.
