   SUBJECT: (U) Memorandum of Agreement Summary
   ISSUE. (S/CL-2/NOFORN) To provide the ACSI with a summary of
   the Memorandum of Agreement (MOA) that will attach the INSCOM
   CENTER. LANE Project (ICLP) OPCON to DIA.
   FACTS.
   1. (S/CL-2/NOFORN) An MOA that will attach the ICLP in an
   OPCON status to DIA has been prepared and submitted to the CG,
   INSCOM for approval. The key points of the MOA are as follows:
        a. (SICL-21NOFORN) ICLP will be attached to DIA in an
   OPCON status as an intelligence collection activity for a period
   not to exceed one year from date of implementation.
        b. (S/CL-2/NOFORN) The attachment action is an interim
   measure to permit GDIP/DIA to obtain authorized GDIP resources
   to support the program. The Director, CDIP Staff has initiated
   this action and has requested authorization for resources in the
   FY 86 budget.
        C. (S/CL-2/NOFORN) DIA assumes entire responsibility for
   mission related training, mode of employment, applicable
   requirements of the "human use" issue, and the operation and
   security of the TCLP for the OPCON period.
        d. (S./CL-2/NOFORN) DIA assumes responsibility to notify
   Congress of the OPCON action.
   2. (S/CL-2/N0FORN) Staffing action within 11Q, USAINSCOM began
   on 4 FebrUary 1985. After approval of the MOA b 'v CG, USAINSCOM,
   ..It will be transmitted to the ACSI for approval, and then to the
   Director, DIA for approval and implementation. The anticipated
   effective date of the MOA is 1.5 February 198.5.
