MEMORANDUM FOR RECORD
SUBJECT: CG Update - GRILL FLAME Funding FY 83 (U),
1. FOUD) On 26 Aujust 1982, from 0800 to 0645 hours, MG Albert N.
Stubblebine 1II, CGt INSCOM was given a briefing conceining termination
of GRILL FLAME funding for FY 63. Briefing was arranged by COL Miller.
Attendees were:
MG Albert Stubblebine III CG9 INSCOM
COL Stanley Hyman DCSOPS
COL Billy Miller ADCSOPS-HUMINT
Mr. Jimmy Garrett Deputy, DCSOPS
2. (FOUD) CG was given a copy of the termination memo provid .ed to
OACSI by GDIP Staff (incl 1). (From his initial reaction, I think this
was the first time he was told of the funding termination).
3. (U) A briefing with options was then presented (Incl 2).
4. (5) CG's philosophy for future activity:
a. Plan to re-enter in FY 84 as INSCOM.
b. Protection (OPSEC) is more important than positive collection.
5. (S/NOFORN) CG's guidance for FY 83 program.
a. Contact NSA. Detetmine if we can "borrow" 7 spaces:-and $250K
for I year. We will provide: Peoplet full cooperaion, total knowledge,
run their operational targets, be overt, i.e. their not identified.
(don't give up operational control)
b. Contact MG Rappmund, OSG - Determine if we can borrow 7 spaces
for I year. We will provide the people basis for his R&D effort. (Don't

c. Contact MAJ (John) Cook. Read him on to GRILL FLAME. Tell
him we need 7 spaces and $250K for I year.
d. Contact COL Croft, (DCSRM). Determine what 7 spaces and $250K
does to INSCOM.
6. (U) Following briefing, Mr. Garrett tod COL Miller and I that he
would handle the contact with COL Croft.
