MEADE, MARYLAND 207SS IAOPS-H MEMORANDUM FOR: COL HYMAN SUBJECT: Project Center Lane (U) 17 December 1982 1. (C) Attached is a proposed LOI for Project Center Lane, formerly known as GRILL FLAME. Please note that DCSOPS INSCOM has operational control (para 5). The ADCSOPS-HUMINT has carried out the control function for the DCSOPS in the past when GRILL FLAME was funded with HUMINT money. 2. (S/NOFORN) In FY 83 and FY 84, HUMINT money and spaces will not be used. Money will come out-of-hide from the Security and Investigative Activities Program. Spaces are from INSCOM headquarters variously, but none from HUMINT. One officer space is from HQ, INSCOM, Fort Meade; another is from DCSOPS INSCOM, AHS. Two civilian slots are with the 902d and we're trying to get. three Great Skill slots from ASD. 3. (C) Monies for the FY 85 and beyond have been requested in the 1985-89 POM. Should DIA's program, funded by HUMINT monies at their level, gain support, we may, in the future, wish to switch back to the HUMINT program.. 4. (C) In the past, when it was funded by HUMINT, the operational chain was Project Manager, ADCSOPS-HUMINT, bO and CG. That's the way it's working now. I recommend that for the near erm it remain that way.
