MEADE, MARYLAND 20755 IAF[v-OPS-HU-,SA 28 Dec 79 MEMORANDUM FOR THE RECORD SUBJLCT: GRILL FLAME Briefing, 27 Dec 79 (U) SG11 1. (U) had requested that this office provide his superiors with an orientation briefing concerning our GRILL FLAME Project. MG Thompson, ACSI, approved the request (including a by-name list of individuals who could attend the briefing). 2. (C) At 1030 hrs, 27 Dec 79, the undersigned briefed the following personnel on INSCOM's GRILL FLAME Program: David S. Brandwein, GS-18 Director, Office of Technical Services SG1 I MAJ John Stoner, OACSI 3. (S) Mr. Brandwein opened the briefing session by explaining why his office had stopped all involvement in psychic phenomena approximately 4 years ago. Basically, his rationale amounted to the adverse publicity that CIA had been receiving at that time plus the decision that the office of Technical Services was not involved in R&D and that at that time all indicators pointed to the need for some sort of R&D effort in psychic behavior before anyone could take some sort of firm position. He stated that he tried to interest the R&D side of CIA to look into "RemoLe Viewingil as a collection tool but that nobody was interested or willing to get involved in something that might give them some bad publicity. SG11 4. (S) I then briefed our program (see inclosure 1)..the briefing took nearly two hours. Mr. Brandwein and @ had to leave about 1 hour and 15 minutes into the briefing. Everyone seemed interested in the development of our program and the applications that we are attempting to carry.out.
