      1. In response to reference (a), the Naval Research Advisory
      Committee (NRAC) is not able to provide a representative to
      serve on your SQientific Evaluation Panel.
      2. As explained during reference (b), the NRAC is limited by
      law to 15 members. NRAC studies are assigned annually by the
      Assistant Secretary of the Navy (Research, Development and
      Acquisition)f and they take maximum advantage of our limited
      Committee resouroes. in addition, the only Committee member
      with a physical sciences background was appointed in May
      1994; consequently, he has had very limited Committee
      experience.
      3. The decision not to provide an NRAC representative to
      participate on this DIA panel has been coordinated with the
      NRAC Chair, Dr. James E. Colvard, and the NRAC Executive
      Director, Rear Admiral Marc Pelaez, USN. Please feel free to
