C. 20505 SG1 I Dear= - Following our recent meeting, I have given considerable thought to the need for a thorough analysis and evaluation of current paranormal psychology findings and theories as they might apply to intelligence operations. Certainly, the published data that I have seen suggest meaningful potential, although there are some questions regarding methodology, experimental rigor, statistical analysis, and temporal degradation which should be addressed in depth. We would be very pleased to conduct an in-depth evaluation of this literature and related sources, and would like you to receive this letter and its attachments,as an unsolicited proposal to that end. We envision a potential three-year effort, with decision points occurring periodically to determine if the effort should continue. The first decision point is at the end of the first year. Attachment 1 to this cover letter describes the tasks to be performed and approximate schedules and milestones. Attachment 2 is a firm cost proposal for the first four tasks. Finally, Attachment 3 indicates the background of the three Systemetrics, Inc. Corporate Scientists who would be involved in performing this work. As you can see from Attachment 3, these three persons combine all the requisite skills of experimental psychology, research methodology, statistical analysis, literature/editorial familiarity, communication theory, and electrical engineering fundamentals to perform this program successfully. This combination of skills is probably. quite unique within small human factors engineering firms. We propose a starting date of 15 June 1977, with the first decision and formal reporting milestone at the completion of Task 4, or on 1 July 1978.
