  is suspected of being involved in narcotics traffic ng.
       SG1A v: TASK: Determine if is used as a facility to
  promote narcotics smugg ng. entify and describe
  groups/ organizations using this island; determine frequency and
  purpose - of usage. Describe buildings under construction and
  address their use and purpose.
  VI: RESPONSES:
  A. Key:
  1. Narcotics smuggling is involved.
    2. Twin engine aircraft in pairs, flying back to back,
  in and out quickly.
  3. Boats laden about.
    4. Small camp of "spotters'.'/"caretakers" in small comp
  (see sketch).
    5. Some structures partially buried in terrain/cargo
  nets present; building can accommodate half an
  airplane. (see sketch).
  6. Groups using island have military connections.
  7. Island under jurisdiction of country -
  Nicaragua/Honduras/Panama.
  8. Transfers of cargo are cyclical, based on full-moon
  cycle.
    9. Name of this operation "BAR/BARCA/CECIL" (phonetic)
  associated with the number five or five (something).

  1. Fuel is delivered by shrimp boats.
    2. Historical (military) use of island provided
  plausibility-natural cover.
    3. Phonetics of "Quince", "Carolos", "Juan"I "De Vocal'
  appear associated with an individual or organization
  or company providing support.
    4. Concept is to establish a network, leap-frogging
  system.
    5. Cargo (sometimes?) transferred from aircraft to
  boats.
  6. Fishing nets are around; barrels are in structures.
  7. Use of high-tech equipment appears probable.
  8. Fairly constant check-up conducted on island.

               A. Detailed follow-ups to initial "hits" often pyramid into
          an impressive series of details that appear to be totally
          plausible; however, in such cases, accuracy may be found wanting.
