(S/STD) Describe the originating vessel: The boat from which the contraband originates looks very much like a speedboat, but I was repeated impressed by its size and width. It is built almost completely for power, and is the size of a tugboat, in spite of its speedboat appearance. It is white in color and has lines along its side, like siding on a house. These lines are patterened differently in the very front (see Fig. 1). It came to the receiving ship from a peninsula of land, where a group of structures overlook the water (see Fig. 2). It is much smaller than the receiving ship. 2. Callsiqns used: I got the impression of two callsigns; one, heard on the purplish-blue frequency, sounded like "Edmundson" or "Edmontson". The other, heard on the light green frequency, sounded like "Florin" or "Florintine". C. Languages used: Listening to the person an the light green frequency, no definitely identifiable words were perceived. I got only mush-mouthed, nasaly-gutteral, and very irritating sounds from a man with an otherwise deep, attractive voice. The language is almost certainly French. - - . (S/STD) The site consists of two structures, strongly connected in some non-physical way. (Feedback: two ships). 2. (S/STD) Describe the vessel(s): The receiving vessel is large, mainly gray, with black at the waterline and possibly along the top. The superstructure is large, yellow and black in color, and has a sharp vertical front. There is a flag on the ship, hanging off a slack rope (see Fig. 4). This flag is divided vertically. The half near the rope is white and the other half is red. The deck on the front of the vessel has objects lying on it in the pattern shown in Fig. 5. 3. (S/STD) Determine the transfer location: (Time: 1330 hrs local, 23 (,q 4,aOl MAR 90) There were several impressions all across the map area, but the strongest is in the islands on the north-east of the Phillippines (see map, Fig. 1). 4. (S/STD) There is a "thing" an board the receiving vessel which is large (see Fig. 2), and which has very sturdy, having been designed to have thick portions surrounding very delicate mechanisms in order to give them protection. 5. The vessels are common to the area and have been selected for that reason -- to limit exposure. There will be a small, slow diesel powered vessel which will deliver the contraband under the cover of darkness to the larger one. The larger vessel is of Panamanian registry and is a cargo vessel normally used to transport bulk produce. There is a strong possibility that the vessel transports oil in small quantities also. The transfer of the narcotics will take place at the W5W ?)4/J @Pclsition indicated on the map on the open water. The too transfer will be accomplished on a nigh when there is no moon visible -- I think that the stars are out there is just no moon. The location for delivery of the contraband is not in the map area it is to the east as indicated by the arrow on map #2. The radios used during the exchange are simple FM and not HF. The smaller ship is using a small radio (looks like a PRC 77). The frequencies are in the 35.00, 85.35, 95.55; I'm not real clear on these. Callsigns to be used are indicated on the sketches and the language used will be Filipino.
