HUMAN SUBJECT REVIEW BOARD
SUBJECT: Terms of Reference
PURPOSE:
,, To review Army Program, plans, experiments and protocol
on human subject research.
BACKGROUND:
The Army is presently withholding the funding of several
research projects and contracts pending an independent review. Three
members of the Surgeon General's Human Subject Research Review
Council, three outside people of scientific prominence, plus one lay
person are being asked to conduct an independent review. This review
of the program, plans, experiments, and protocol is to access the
scientific validity and implications. Participation in this review
will not usurp the Surgeon General's responsibilities for the safety of
Human subjects.
TERMS OF REFERENCE:
It is requested that you, as individuals, be the three outside
participants and address the following issues:
(1) What is the current status. Does the Army program and
plans meet stated objectives.
(2) Is the approach scientifically valid.

(3) Are the specific experiments and the protocol scientifically
valid.
(4) What are your policy level recommendations.

I request a letter report and a brief-out by the 29th of March. A
copy of your report will be forwarded to Under Secretary LaBerge.
Travel expenses will be covered by ACSI or the Surgeon General
with Invitational Travel Orders. Consultant fees will be covered
through the Army Science Board.
