DAMI-ISH MEMORANDUM THRU DIRECTOR, FEDERAL BUREAU OF INVESTIGATION FOR ASSISTANT DIRECTOR, TRAINING DIVISION, FBI ACADEMY SUBJECT: Nomination of FBI Member to Assist on Army Project 1. Request your assistance in nominating an individual in the FBI to participate in an ad hoc Army Surgeon General Human Use/Test review panel that has been constituted to deal with a unique, classified project, This requirement is in response to Army and DOD General CoLvisel direction that HEW guidelines as they pertain to projects that involve the use of human subjects must be followed. Specifically, the panel must include one person not affiliated with the Department of Defense. 2. This requirement does not involve a great deal of time as it is anticipated that the panel will sit for one day only, two or three times annually, probably at the Pentagon. For the most part, the panel now comprises behavioral scientists and medical doctors. 3. The FBI Training Division at Quantico has been informally contacted by the Army Staff Action Officer, Major Bill Stoner (Tel: 202-695-5048). ;G11 Major St")ner spoke with personnel in the FBI Training Division and was told thati := seems SG1 I. to have the type background needed.
