It has cme to my attention that the Joi"t Grill Flow program
involving the Army and DIA has ceme to your office for presentation to
the Secretary of Defense. Ploase be advised that the Army has not yet
determined whether or not it will be a participant in this program.
That decision will be made only after a thorough review and approval by
the nft Secretary or "t to be appointed Under Secretary. I think it
would be anpropriate that the relevant officials agree to their agencies'
Involvewnt in this program prior to your submissiin of It to Secretary
Weinberger for his authorization.
I have also learned that our offices disagree over whether or not
this orogram is subject to Procedure JA of OW 5740.1-R. I hope we can
reach agrement on this issue Were initiation of the prtnram.
We arp anxievs to resolve these problems and proceed in seeking
